1a) Oakland is Seismic Zone 4 with possibility of near fault influences
depending on project location.
1b) Code in California 1998 California Building Code (1997 UBC with CA
2) Basic wind speed is 70mph but if the project is right on the Bay you
might need a higher exposure value to be safe.
3) There is no ice loading in Oakland, CA!!!
Your soils engineer should give you all this information as part of the
report. You will need a soils engineer to classify the soil especially if
the project is near the Bay.
