BOCA 1996 is the applicable code for PA (there is a 1999 version but I don't believe it has been adopted).  BOCA references ASCE 7-95 for load combinations (except that it modifies the seismic combos).  ASCE 7-95 combines the loads in this case the same as ASCE 7-98.
