This must be an error. The code requires that phi x Vn be no less than Vn
(1997 UBC 1911.1.1 equation 11-1). The shear friction method is just another
way to compute Vn.

Is there a resistance factor for shear friction?  The
example problem in the Seismic Design Manual
Volume 3 (concrete shear wall) checks Vn directly
againt Vult for sliding.  No phi factor.  Is this correct?
