our office uses F.S.= 2 for permanent structures   and 1.5 for temporary ones

Is it necessary/required to apply a factor of safety of 1.5 to the sliding
and overturning resistance for a retaining wall system composed of
cantilevered piles with a wall spanning between the piles or cantilevering
off of a grade beam on top of the piles.
