SEATTLE (Reuters) - Washington state Gov. Gary Locke declared a state of
emergency on Wednesday, estimating the damage from a 6.8-magnitude
earthquake in the Seattle area in the billions of dollars. 
Locke said he had spoken with the Federal Emergency Management Agency (news

officials were looking at ways to help the state cope with widespread damage
to roads and buildings in western Washington. 
``Thank goodness the damage is primarily structural. It could run into the
billions of dollars, quite frankly,'' Locke said in a televised interview. 
``A lot of overpasses and roads ... have sunk,'' Locke added, noting the
governor's mansion and state capitol building in Olympia had suffered heavy
damage.
