 I had a situation where a client had fabricated their own lifting device
that was mounted on one of their forklifts and was used for lifting empty
tanks.

They then decided they needed the device "approved".  Rather than try to
justify it with numbers, we conducted a proof test by lifting and moving a
tank filled with water.  The total weight was well in excess of twice the
weight of the empty containers.

This worked well for this individual device.  It may not work so well if you
have a large number of them.
