The minimum stair width allowed in UBC is 36". Therefore, you do not seem to
have the required width for a complying stair. (section 1003.3.3) even if you
can accommodate the required width, with a maximum rise of 8" and run of 9"
(assuming this is a single family residence) you will need a length of
approximately 10 feet to accommodate 108" in rise.
Given all the constrains, you may want to explore installing a pull down
ladder which does not need to comply with code requirements.
