1.5 would have been for a working stress seismic load. Prior to 1997 the UBC had a working stress level load.
1.0 would be for a strength design level seismic load.  The 1997 UBC and 2000 IBC have a strength level seismic load.

Hi all,
    I have two LRFD specs with different equations A4-5 and A4-6. In the first one the factor for earthquake is 1.5 and in the second one is 1.0. Which one is the correct one?  And if both were (sometime), which one is the most recent and current?
