The 1.0 Factor is the current basis and works with a "strength" basis
earthquake load E.

The old 1.5 Factor works with the old "allowable stress" basis eartqhauke
load E.

Hi  all,
    I have two LRFD specs with different equations A4-5 and A4-6. In the
first one the factor for earthquake is 1.5 and in the second one is 1.0.
Which  one is the correct one?  And if both were (sometime), which one is
the most  recent and current?
