Hope I'm not butting in!

The demand that James stamp the work of others is basically requiring that he commit an unethical act which would be completely illegal in Washington State, and probably sanctionable here in Oregon.  I don't know about the law in California.  Some engineers here have successfully reported such jurisdictional malfeasance to the state engineering board.  An inquiry or investigation generally results and the board may issue a letter explaining to the jurisdiction that that's not how it works.  This usually has the desired effect at low cost to the complainant.  Possible alternate approach.  Hit it with a shop drawing stamp.  This shows you reviewed the portions pertinent to your work.  They have no right to ask more.

Just flat out refuse to do it !  Maybe a legal letter from your attorney and
insurance carrier should be forthcoming after you JUST REFUSED TO DO IT !
Don't start down that path - before you know it they'll be demanding
massages !!!
