The FEMA sponsored SAC program did not look at HSS sections very much.
They did not include any prequalified HSS connections in FEMA 350.

The HSS Manual gives the best guidance for HSS moment connections.

The building codes (UBC, IBC, AISC Seismic) tend to discourage their use in
high seismic zones by specifying restrictive b/t ratios.  HSS sections have
performed very poorly when subject to a small number of cycles of reversing
loads.

Are there post-Northridge rules or design standards for moment frames
constructed of structural tubing?  For the project I have in mind, they
would not be of heavy sections -- numerous moment resisting beam-column
intersections could be included in the frames.
