ap & Rp of Rooftop AC units

Hi everyone, I just want to know How to determine the
lateral earthquake load of rooftop AC units.

Question #1: Regular rooftop AC units
A) ap=1.0 & Rp=3.0 (UBC97, Table 16-O, 3B), or
B) ap=2.5 & Rp=3.0 (UBC97, Table 16-O, 3C)

Question #2: Same as Question #1 above but with
Vibration Isolators?
A) ap=2.5 & Rp=1.5 (UBC97, Table 16-O, 3B or 3C,
footnote 14), or
B) ap=? & Rp=? 

Question #3: Same as Question #2 above (with Vibration
Isolators) but also with Expansion Anchors @ Isolation
Mounting Frame?
A) ap=2.5 & Rp=1.5, then multiply by 2 (UBC97, Table
16-O, 3B or 3C, footnote 14), or
B) ap=? & Rp=? 

I am really confused here, TIA
