You need an Environmental Law firm.  One of the finest in the country is
Jenner & Block, in Chicago, 312-923-2785.  I think a firm like this will get
results within a week.  The last thing any County Health Department wants is
some high powered Environmental Law firm inquiring about why they not doing
they job.
