Mark,

California Building Code Section 1619 states that "exposure C is the minimum
unless a site specific study justifies a lower value" or words to that basic
effect.  The site specific justification can be quite extensive, including
aerial photography.

In California, we are subject to the UBC as adopted in the CBC.  I have run
into this in the past, and even though PO'd, it is not a good position to be
in.
