Hoop ties in grade beams

Are there any exceptions that relax the requirements of UBC (97) section
1921.3 in on-grade concrete beams such as for one-story cantilevered columns
or one-story moment frames?  Or is it normal for tie spacings of grade beams
to be around 6" o.c. (4" at longitudinal bar splices) for these "lightly
loaded" foundation structures?
