According to UBC 1923.3.3, "In no case shall the edge distance be less than
four diameter".  Other design requirements are given in UBC 1923.

What is the minimum cover for an anchor bolt in a cast in place concrete
pier? Also, what section of the ACI or AISC (ASD) refers to this? The
column is supporting gravity loads only.
