yes it can.

go to
format
cells (select number tab)
custom (category)
select the number format
in the "type" box place the desired text (psf in this case) and press OK.

it should work.

i know how to make cells display text next to the number value of the cell.
what i don't know is how to make the number's format work like the "general"
format. 

so if a user inputs
20
the cell displays
20 psf

and if a user inputs
20.65
the same cell displays
20.65 psf

can this even be done?
