The first response was correct... another way to do that is to:

format cells 
select custom
type -->  General "psf"   <-- as the Type...

this will have the results of:

20   =  20 psf
20.6   =  20.6 psf
20.65   =  20.65 psf
20.1234   =  20.1234 psf

I think this is what you are looking for...  variable decimal places based
upon input number...  the other formats using #, 0 , ? are good if you want
to limit or display a certain amount of decimal places.
