The best reference I know of for (drag) wind loads on the actual flag is
"Guide Spec for Design of Metal Flagpoles", FP 1001-97 by NAAMM.
WWW.NAAMM.ORG            This is referenced from the 2000 IBC also.  They
actually did wind tests on flags of various sizes and materials to find
good values.  The flags were dragged behind an airplane.

I don't have a problem with the "structural" side of the calcs...but how
do you calculate the windload on a banner/flag at xxx mph wind?  Thanks.
