Our approach is to include a Section titled Basis of Design on the first
page after the cover that states "All calculations and specifications
conform to the established guidelines set forth by: " , then list the
various applicable codes (building and material), and at the end state "In
the event of a conflict in the specifications, the Uniform Building Code
governs"

We always submit calculations, being on the west coast, and we consider this
sufficient.  What else are you specifically trying to convey in the cover
letter?

When I have to submit design calculations, I list somewhere the building
code and major material codes (AISC Spec, ACI 318, etc.) used.  Either
on
the cover sheet, or on a design criteria sheet (that also lists all the
basic dead and live, snow, wind, and seismic loads I've used)
