There are some soil reinforcement methods that embed reinforcing bar directly in the soil.  I think they typically use a corrosion allowance and upsize the bar appropriately.  Rate of corrosion depends on soil properties, (pH, moisture, temperature...).  I don't have any specific design information, but a geotech might be able to help you.
