I lost track of this thread, but I think someone asked, "Why would one allow rebar to protrude from the footing into the soil?"  I don't recall an answer to this.  Is there one?

A sacrificial zinc anode (also called a galvanic-anode) is probably a better means of protection that either `painting' with zinc-rich paint or hot-dip galvanizing.
