It varies. The usual minimum is 15-20 ft-lb at temperatures at or below 
your normal service temperatures.  It won't vary with the weld detail. 
Charpy V energy reflects the toughness (the ability to absorb energy by 
yielding) of the weld detail in the presence of a notch. The AISC 
Publication 'Properties of Bridge Steels' has a really good section on 
impact toughness.
