Cm (moisture) for Wood Building

For a wood building located 500' away from the ocean,what is the moisture factor should we use? Does the 19% moisture content mean that the surrounding humidity is higher than 19% or the timber has to be exposed to wet condition such as rainy weather and timber has a real "water content" of >19%?

I was told that the wet factor will only be used at some very extreme wet condition such as building with enclosed swimming pool.
