Is this an existing building your client wants to add these panels to?

Rooftop mechanical units are usually considered Live Load, even though
they're usually 'permenantly' sitting on the roof.  But not necessarily
permenantly attached to the structure.

Dead loads include permanently attached loads - solar panels should be
considered as dead load.

Live loads can move or be moved, such as people or furniture.
