RE: Nigerian Scam - Off Topic

I have a friend in the Secret Service who has worked on the Nigeria scam. He
told me that the problem was that the crime was literally state sponsored,
which means that even if you know who is doing it and their real identity,
nothing can be done about it if the perps are in Nigeria. He had numerous
stories of Nigerians who had been deported (some after being released from
prison in the US), who turned back up in the US with a new name and passport
within days. Based on his personal experience, he could not stand
Nigeria/Nigerians (Of course he only delt with criminal Nigerians,
personally I have met several [two] Nigerians that were wonderful people).
Any Nigerians on the mailing list care to comment? Is this true (state
involvement)?

I've received them in the mail and called the FBI, who seemed receptive.  
What is it about Nigeria that seems to concentrate such nefarious efforts 
there?
