Control joints are installed in slabs on grade because the wwf we put in
does not meet that criteria.

(but you know this already)

As long as the area of pour is limited to about 3600 sf, the shrinkage
should not be excessive.

It's worked for me so far.

An Architect that I work for insists that joints are required.  This guy is
very, to put it nicely, tough.  If there is any documentation to support
that they are not required, I would appreciate the info.
