The specifications in México City ( D. F. ) for Structures Concrete, Design and Construction ( Normas Técnicas Complementarias para Diseño y Construccion de Estructuras de Concreto) said:

"3.9 Bars splices.

.......Every welded splices or mechanical splices have to transfer not less 1.25 times the force yield tension of the bars, without to exceed your maximun resistence of them."   

This specifications is not clearly that the bar diameters greaters than  a #8 requered mechanical splices.......
