RE: CONCRETE MOMENT FRAME RETROFIT

1 For Concrete, there is a good publication from ACI.
   It is an SP document about seismic retrofits ( don't  remember
   the number and have it in my office, if required tomorrow I could
   inform more precisely about this one ).
2 For Fiber, go to Master Builder, they have the technique and
   corresponding literature for it.
