RE: FEMA Welding Requirements

The requirements for continuous inspection of moment frames have been in the
code long before FEMA entered the picture. Whether continuous special
inspection is required for a shop weld is dependent on the jurisdiction
policy. Some, such as cities of LA and San Diego, have approved fabricators.
Therefore, for welds done in those shops a certificate of cont. special
insp. is not required. Some cities do not have approved fabricator list. For
those jurisdictions all welds requiring special inspection should have a
deputy observing the testing whether done in the field or shop.
