It is okay if the building is a one or two family dwelling three stories or less in height according to ACI 318-22.10.1.  Is your building code any more restrictive?

Can I accept the footing without reinforcing steel which supporting light load private entry canopy column (about 2.5k)?  The area of the footing is about 3 s.f.  This house is located in seismic zone 3.
