1997 UBC 1922.10.3 Exception 1 permits unreinforced footings in Group R Division 3 occupancies if constructed in accordance with table 18-I-C.  Table 18-I-C may not apply here, but if the footing calc's out as structural plain concrete, I wouldn't see any reason to reject it.  (Unless there are unusual soil or site conditions that would make an unreinforced footing inadvisable.)

Can I accept the footing without reinforcing steel which supporting light load private entry canopy column (about 2.5k)?  The area of the footing is about 3 s.f.  This house is located in seismic zone 3.
