Wood shear wall aspect ratio (was Wood Moment Frame?)

3-1/2 to 1 is permitted in Zone 3.  This was printed incorrectly in the
first edition of the 1997 UBC, and was corrected by errata.  My Second
edition Table 23-II-G (page 2-286)footnote 3 reads "In seismic Zones 0, 1,
2, and 3, the maximum ratio may be 3-1/2 to 1."
