ASTM A 615 for frames and wall boundaries - actual yield & Fu/Fy

ACI 21.2.5 indicates frame members and wall boundary elements can only use A
615 reinforcement if the actual yield stress does not exceed the specified
by more than 18000 psi and the actual ultimate does not exceed the actual
yield by a ratio of 1.25.  

Is A 615 steel meeting these requirements uncommon and have to be special
ordered?  Should a plan reviewer ask for them to prove it or use A706?
