FW: Guam building code ??

Whoa, now THERE's a question I can answer!

Actually, the official building code is still the 1994 UBC.  We ended up
bypassing the 97, thank goodness, and our DPW is currently in the process of
looking at the IBC.  UBC94 applies to all building facilities, as does the
allowance in the UBC for the use of "nationally recognized standards" such
as ASCE 7, antennae design codes and others.
