Not necessarily.

Both AASHTO chapter 8 and ACI Section 7 specify 3" (76.2mm) clear cover
for rebar in concrete permanently exposed to earth.  I think that
a retaining wall would fit that definition.

What is the min. concrete cover requirement of reinforcement for swimming
pools (gunite/shotcrete) ? What is for retaining walls (regular concrete).
Are those structures governed by ACI318 ?
