This of course comes into play on precast concrete panel design regularly.
It seems you are forgetting that the glass is usually not hard up against
the frame.  The joint between the frame and glass from two sides can be
accumulated and counts toward your required gap.  Additionally, you must
ratio the gap for the window head height, and not use the total interstory
drift.  This also will help.  I have never heard of a building official
seriously considering this on a wood framed shear system.

Man!!  What did you do to piss this guy off?
