Actually, the guys sounds reasonable enough, just "ignorant." His comments
to the effect that "oh, I've been doing this for over twenty years, and the
owners want to pay the same thing now that they did when I first started. I
have to squeeze every penny" are what gave me to understand he wants only
"what the city requires," even if that just means rubber-stamping his plans.
