Note the words "reinforced concrete floor slab" in l916.5.1.3(3).  I have
seen tilt-up buildings with unreinforced slabs built within the last 15
years develop a large crack parallel to the wall, 4  to 5 feet in, at the
ends of the pour strip dowels because the engineer or architect  did not
consider the total load path into the soil.
