For stability use (12-16) and (12-16-1).  For the
design of the concrete footing, an addendum to the
SEAOC Seismic Design Manual suggests using these
load combinations multiplied by 1.5.  This gives a
"...reasonably conservative envelope..." which
covers all the strength design load combinations.
