1) 1997 UBC Section 1632 determines Fp on a strength basis.

2) 1997 UBC Section 1634 addresses self-supporting structures.  1997 UBC
Section 1632 addresses items supported by other structures.  Which section
an item belongs in depends on whether or not it receives the earthquake
input directly (1634 - self-supported) or receives the earthquake input
filtered through another structure (1632 - supported by other structures).

I just want to know your thoughts on the following items:

    1) Fp on UBC 1632.2. Is it strength level or allowable stress level?

    2) For Non Building Structures, are the requirements of 1632
applicable?
