The Foundation Performance Association publishes a "Recommended Practice"
for Structural Engineers desiring to request Geotechnical services. This
document has been written with residential and light commercial (i.e.
"lightly loaded") foundation designs in mind, in particular for expansive
soils.

You can download a copy of the
http://www.foundationperformance.org/Projects/FPA-SC-04-0.pdf

This would be an ideal companion to the CASE documents mentioned as they
focus on the details of the scope of services that should be requrested.

The Council of American Structural Engineers (CASE) sells a package of
boilerplates for contracts frequently used by consulting structural
engineers. One of these boilerplates is for an agreement between a
structural engineer and geotechnical firm.
