This sounds something like Pull-Over.  The AISI Specification for the Design of Cold-Formed Steel Structural Members has a formula for nominal screw pull-over strength [Pnov = 1.5 x t1 x dw x Fu1, where t1 is the thickness of the plate, dw is the larger of the diameter of the screw head or washer, Fu1 is the tensile strength of the plate] to be considered where the bolt is in tension.  The Specification uses LRFD, where f Pnov must be greater than the required strength.
 
The commentary refers to a modified British Standard and tests reported by Pekoz in 1990, "Design of Cold-formed Steel Screw Connections", Proceedings of the Tenth International Specialty Conference on Cold-Formed Steel Structures, University of Missouri -- Rolla MO.
