Andy,
All of the building departments that I have submitted to in Riverside
County (on the San Andreas Fault) will accept the Engineers final
opinion. However, they expect the engineer to submit the Seismology
Committees position statement and they are, for the most part, reluctant
to be emphatic in their statement.
Not only that, but I don't know of many practitioners in Riverside
County who are complying with rigid diaphragm analysis - all of those I
have spoken to are following the Simplified Static principles and the
building officials are accepting it.

Does anyone know if any building department has been accepting the

Committee's opinion on the use of cantilever steel columns?  In the Los
Angeles area, I have been asked to comply with the least value of R
along the
same axis per 1630.4.4. No exceptions.
