I have been following this thread for quite some time. Iam sorry to say I
donot agree with some of our Learned Colleagus on this issue.

Tension lap splice is intended to be made in the TENSION ZONE, thats all.

The code (ACI 318) is very clear on this issue & Chapter-12 deals with this
issue at length. The Code doesn't bar a splice in te tension zone; except it
advise not to make the splice too close to the point with maximum tensile
stress.

So, to answer your question: its not important at all to keep rebar splices
outside the tension zone; tension splices are desired to be made in the
tension zones.
