Their is no National / Regional database, sometimes a municipality will provide an arial photograph for work.
 
Primarily we obtain topo by sending a field crew out and collecting data points.  Alternatively topo can be obtained by a combination of arial photography and a field survey crew to verify utility locations, elevations and tie-in points.  This is generally less expensive, provided the existing site isn't covered w/ substantial vegetation to cause problems w/ the arail photograph.

Is anyone out there familiar with where Civil firms get the topographic backgrounds for new civil works?  I see a lot of the latest info we get on Civil drawings has a CAD background taken from some form of regional or national database.  Anyone aware of the source for this info?
 
I have a one time need for background info, and was hoping there is a web based per site service or something similar.
