Do you want to design a pin base plate connection?
You might check the stress in the concrete below the plate, because it tends to rise if you have only two bolts in the plate anchoring the column.
I´m sending you  a attachment with a detail for your concerning.

I need design plate base with simple angle and one anchore, this elements have load tension and compresion.......
 
Could anybody tell me if there are books, specifications or program to design this elements?
