Alden,

This is the time when being "just an EIT" pays off.  Tell the contractor that
you cannot "sign off" on the work because it is not in accordance with the
plans and specifications and that any deviations from the plans and
specifications would have to be approved by your boss --- and before your
boss will approve the work, he will have to make a personal inspection of the
project and until he does, no work in question is to be covered up.
