Bill,

Roger has bought up a point (5) here that I have been considering since
your original post on this.  It is very unusual for a parking structure to
be overloaded unless someone has been able to drive a large truck into it,
and this is usually impossible because of head-height restrictions. Any
passenger vehicle, including overloaded overweight modern vehicles, would
not cause significant overload and distress for a properly designed,
detailed and constructed floor.

Have you checked the design of the floors to make sure the problems are not
caused by design/detailing/construction errors? Or are you only answering
the specific questions asked by the legal people regarding overload and
engineers responsibility in assessing loads without determining the cause
of the buildings problems yourself? If the latter only, I would decline the
commission and do something more productive.

1. Was the parking structure intended for the use of private passenger cars?

a. What was the average weight of private passenger cars in 1995?

b. What was the average weight of the heaviest 50 percent of private
passenger cars in 1995?

c. Did the average weight of either of these exceed the reduced live load
times the typical area occupied by a private passenger car?  By how much?

2. Was the parking structure intended for the use of other than private
passenger cars?

a. What information was the engineer provided concerning the vehicles that
were to use the structure?

3. What was the average occupancy of the parking structure?

4. How frequently, and for what length of time was the parking structure
fully occupied?

5. Is the distress exhibited in the structure a function of live loading or
is it a function of material behavior regardless of live loading?
