You can get domain names cheaper then $70 for 2 years.  I bought mine at
http://www.alltimedomains.com for $11.99/year.
http://www.123cheapdomains.com/ only costs $9.95.

As for webhosting, you might want to look at www.100megswebhosting.com, i
have nothing but good things to say about them.  Thier standard plan is
$10/month ($100/year if you prepay) that gets you 100mb of space, 10 email
addresses, ftp, etc., etc.
